About the Course

This full day course provides participants with a very detailed understanding of the requirements of the Control of Asbestos Regulations 2012, Interpretation for Managing and Working with Asbestos in Soil and Construction and Demolition Materials: Industry guidance (CAR-SOIL).

This course is more developed than the half day course, which is aimed at providing a focussed insight into the fundamental differences between the HSE's Approved Code of Practice and Guidance L143, Managing and Working with Asbestos, Control of Asbestos Regulations 2012 (CAR2012 or the Regulations), and CAR-SOIL.

Whilst ACoP L143 provides guidance on compliance with the law when assessing and managing asbestos in buildings, CAR-SOIL sets out an HSE-approved alternative framework for assessing and managing asbestos in soil and Construction and Demolition materials and interprets several key Regulations for working on asbestos-contaminated land.

This course is an essential introductory learning package for environmental and construction professionals engaged on investigating, assessing, remediating and developing sites that are contaminated with asbestos.

The course is specifically targeted at consultants, contractors and other stakeholders/dutyholders involved with the investigation, assessment and management of asbestos-contaminated land. The course is also an essential learning package for managers of property portfolios where asbestos contamination of soil and/or made ground may be a significant issue. The course may also be applicable to waste management professionals engaged in recycling C&D materials that may be contaminated with asbestos.

Training providers who deliver, or are planning to deliver, Asbestos Awareness and/or Non-Licensable Work training for Groundworkers will find that this course will provide a comprehensive overview of the interpretation of the legislative framework as applied to land, which is an essential component of demonstrating their own technical competence. 

This course qualifies as a Refresher Training package under Regulation 10 of CAR2012.  It also counts towards your Continuing Professional Development (CPD). A certificate of attendance will be provided on completion of attendance.

To provide participants with a detailed understanding of the requirements of CAR-SOIL guidance, including specific focus on the key differences between the HSE ACoP L143 and accompanying guidance and CAR-SOIL in the interpretation and application of CAR2012 for working on brownfield sites contaminated with asbestos.

Steve Forster

Stephen Forster has over 28 years' experience in all aspects of the investigation, assessment and management of asbestos and contaminated land in various roles. He has developed broad-ranging practical experience and expertise in the fields of both asbestos in buildings management and investigation and assessment of asbestos-contaminated land, recycled C&D materials and wastes.

He is Chair of the Joint Industry Working Group on Asbestos in Soil and Construction & Demolition Material and was the author of the industry guidance interpreting the Control of Asbestos Regulations 2012 for application in the assessment of land contaminated by asbestos - CAR-SOIL (CL:AIRE, 2016), developed in conjunction with the Health & Safety Executive, and is co-author and editor of the JIWGs Asbestos in Soil Code of Practice (in prep).
